Basically, all you need is:
yarn (preferably white)
corn starch
water
elmer's glue
balloons
clear fast drying spray paint
Vasoline/ petroleum jelly
Process (Using my lovely, and very literal, late night, vocabulary):
1. Mix the icky stuff (Corn starch, glue, water) until it comes to a thin & consistent texture.
(Hint: use a throw away bowl, and your fingers... it goes faster & clean up is way better)
2. Blow up balloons to desired sizes. (Coat in Vasoline)
3. Hang balloons with yarn from something.
4. Dip yarn in icky stuff, and string it around the balloons until it looks cool.
(Hint: It's really a two person project, I can't imagine flying solo on this adventure)
5. Spray finished balloons with spray paint, clear, fast-drying.... (I imagine you could do a color if you wanted to)
6. Let dry for 24 hours, really 24 hours..... not just overnight (they will wilt)
7. Arrange & Fix until desired arrangement... Whether that includes a light kit, christmas lights, or no light at all... whatever your heart desires.
Celebrate..... you might want to wash your hands though, mine are pretty gross after all this DIYing.
It's really fun, make a friend come over to help. I did. Thanks Skyler :)
